There is probably not an animal shelter that would or could give a pet away for free. They have to make money to keep the other dogs and cats fed and taken care of. Plus the dogs usually get spayed or neutered at the shelter which can be pretty expensive to do at a regular veterinary hospital, and they usually get vaccinated before you take them home, so its actually a great deal. You could also look in the local newspaper for free dogs.
